My brother worked for Union Pacific Railroad for 30 years and has a lot of collectibles. This is a Missouri Pacific Circular 81-REV. Rules and Instructions For the Government and
Protection of Employees Whose Duties Require Them to Go Between, Under of About Engines or Cars effective September 1, 1951, superseding Circular #81 dating January 1,
1945.  It is in fair condition with writings on the front and an ink stain on the back.  It has been in storage for years. Will answer any questions as best as I can.
